Про проведення відкритого архітектурного конкурсу на кращу проєктну пропозицію благоустрою скверу-меморіалу «Проти забуття», розташованого за адресою: м. Одеса, Люстдорфська дор., 27

Відповідно до статей 30, 31, 59 Закону України «Про місцеве самоврядування в Україні», статті 10 Закону України «Про благоустрій населених пунктів», статті 6 Закону України «Про архітектурну діяльність», Порядку проведення архітектурних та містобудівних конкурсів, затвердженого постановою Кабінету Міністрів України від 25 листопада 1999 року № 2137, з метою пошуку кращих проєктних рішень благоустрою скверу-меморіалу «Проти забуття» Виконавчий комітет Одеської міської ради

ВИРІШИВ:

1. Провести відкритий архітектурний конкурс на кращу проєктну пропозицію благоустрою скверу-меморіалу «Проти забуття», розташованого за адресою: м. Одеса, Люстдорфська дор., 27.

2. Доручити Департаменту архітектури та містобудування Одеської міської ради:
2.1. Виступити замовником конкурсу.
2.2. У тижневий строк підготувати вихідні дані для конкурсу.

3. Затвердити склад журі конкурсу (додаток 1).

4. Затвердити умови та програму конкурсу (додаток 2).

5. Департаменту фінансів Одеської міської ради передбачити видатки у бюджеті Одеської міської територіальної громади на 2021 рік на заохочення переможців та учасників конкурсу у сумі 150 000 (сто п’ятдесят тисяч) грн.

6. Департаменту інформації та цифрових рішень Одеської міської ради за сприяння Департаменту міжнародного співробітництва та маркетингу Одеської міської ради оприлюднити, у тому числі англійською мовою, інформацію про проведення відкритого архітектурного конкурсу на кращу проєктну пропозицію благоустрою скверу-меморіалу «Проти забуття», розташованого за адресою: м. Одеса, Люстдорфська дор., 27.

7. Контроль за виконанням цього рішення покласти на першого заступника міського голови Кучука М.І.

About holding an open architectural competition

of the memorial park "Against Oblivion"
at the address: Odesa, Lustdorfska Road, 27

In accordance with Articles 30, 31, 59 of the Law of Ukraine "On Local Self-Government in Ukraine", Article 10 of the Law of Ukraine "On the improvement of settlements", Article 6 of the Law of Ukraine "On Architectural Activity", the Procedure for Architectural and urban planning competitions approved by the Decree of the Cabinet of Ministers of Ukraine of November 25, 1999, № 2137, in order to find the best design solutions for the improvement of the memorial park "Against Oblivion" Executive Committee of the Odesa City Council
DECIDED:
1. To hold an open architectural competition for the best design proposal for the improvement of the memorial park "Against Oblivion", located at Odesa, Lustdorfska Road, 27.
2. Entrust to the Department of Architecture and Urban Planning of the Odesa City Council:
2.1. To act as the Contracting Authority of Competition.
2.2. Prepare the initial data for the Competition within a week.
3. To approve the structure of the Competition Jury (Annex 1).
4. To approve conditions and the program of Competition (Annex 2).
5. The Department of Finance of the Odesa City Council shall provide expenses in the budget of the Odesa city territorial community for 2021 for the encouragement of winners and participants of Competition in the amount of 150 000 (one hundred and fifty thousand) UAH.
6. The Department of Information and Digital Solutions of the Odesa City Council to publish information about the open architectural competition for the best design proposal for the improvement of the memorial park "Against Oblivion", located at Odesa, Lustdorfska Road, 27.
7. Control over execution of this Decision put on the First Deputy Mayor Kuchuk M.I.

CONDITIONS AND PROGRAM
Of the open architectural competition for the best design proposal for the improvement of the memorial park "Against Oblivion", located
at the address: Odesa, Lustdorfska Road, 27

1. The Contracting Authority of the open architectural competition for the best design proposal for the improvement of the memorial park "Against Oblivion", located at Odesa, Lustdorfska Road, 27 (hereinafter - the Competition), is the Department of Architecture and Urban Planning of Odesa City Council.
2. The Competition is held as an open architectural competition in one round.
3. The purpose of the Competition is to develop an architectural design for the improvement of the memorial park "Against Oblivion".
4. The announcement of the Competition is published in the print media of Ukraine, as well as shared through the organizations of the National Union of Architects of Ukraine, the National Union of Artists of Ukraine, local bodies. The Competition starts on June 3, 2021, and ends on October 25, 2021.
5. Professional architects, designers, students of architectural and artistic institutions of higher education, design organizations, author teams of architects, designers and engineers can take part in the Competition. The author's teams can be joined by specialists from other branches who have experience in the creation of objects of improvement.
6. Participants in the Competition shall, by prior agreement, receive the initial data and necessary certificates from the secretary of the Jury of the Competition (Monday, Tuesday, Thursday from 10.00 to 13.00, tel.: 050-333-11-06). The registration fee is not paid. Participants of the Competition leave a telephone number with the secretary of the Competition Jury. If it is necessary to make changes in the tender documentation, the secretary of the Competition Jury informs all participants of the Competition.
7. The Competition documentation includes the conditions and program of the Competition, initial data, brief historical information, topographic materials on the scale of 1: 2000 and 1: 500. The Competition documentation is provided in electronic form and is the same for all participants of the Competition.
8. In the competitive project proposals, it is necessary to reveal the architectural and planning idea for the improvement of the territory, architectural design of the elements of the park, to develop proposals for memorial objects and small architectural forms. It is necessary to offer planning solutions that will enable the organization and holding of commemorative events.
In developing the project proposal, it is necessary to follow the established boundaries of the park, the basic provisions on the content of green public areas, the existing state building rules and the regulations on improvement. Projects should not include proposals to locate capital objects in the park.
9. Required composition of the materials of the tender project:
- situational plan on an arbitrary scale;
- reference plan on the scale of 1: 2000;
- general plan on a geo-basis on a scale of 1: 500;
- plans and facades of memorial objects and elements of improvement;
- general appearance of the park areas;
- explanatory note explaining the architectural and planning idea, architectural, design and engineering decisions.
The explanatory note should provide technical and economic indicators.
10. Materials of competitive project proposals must be provided in Ukrainian.
11. Competitive project proposals are provided on electronic media, as well as in printed form: drawings - on tablets of A-0 or A-1 format; explanatory note - inbound form on sheets of A-4 format.
12. Participants of the Competition may, if desired, provide additional project materials that reveal a creative idea (layout, video presentation, etc.).
13. Competitive projects are submitted by the authors anonymously under the motto in the form of a six-digit number, which must be indicated in the upper right corner of the first pages of all project materials. Information about the authors (surname, name, patronymic, contact address and telephone number, speciality, as well as for instructions on the distribution of the prize among the members of the author's team, certified by their signatures, bank details for the prize in case of its receipt) is submitted in a sealed envelope indicating the relevant motto.
14. The participants of the Competition shall submit the materials of the competitive project proposals to the Secretary of the Competition Jury. Acceptance of competitive projects ends on October 4, 2021, at 17.00.
15. The Competition is considered to have taken place if at least 3 Competition project proposals are submitted to the Competition Jury.
16. The Contracting Authority of the Competition organizes the work of the Competition Jury, creative and public discussion of the Competition project proposals.
17. The Contracting Authority ensures the involvement of members of the Advisory Board of the project of the memorial park "Against Oblivion", which operates by the Memorandum of Cooperation between the Centre for Liberal Modernity and Odesa City Council from December 1, 2020, to ensure transparency and provide recommendations on the project implementation for the winner.
18. The Chairman of the Competition Jury and his Deputy are elected at the first meeting of the Competition Jury by secret ballot by a simple majority of votes.
19. The Jury of the Competition at its meeting considers the submitted proposals, checks their compliance with the conditions of the Competition, determines the best proposals, awards prizes, provides proposals to the Contracting Authority of the Competition for further implementation of Competition projects and their individual ideas.
20. Competitive project proposals, which will win the first three places, remain the property of the organizer of the Competition. Printed materials of all other projects can be returned to the authors within a month after the decision of the Competition Jury. After this period, the organizer of the Competition is not responsible for the preservation of projects, the return of which the authors did not apply.
21. For the award of the authors of the best competitive projects, there are cash awards:
First award - 90,000 UAH;
Second award - 35,000 UAH;
Third award - 25,000 UAH.
22. Payment of awards for the best projects is obligatory, regardless of the decision of the Jury and the organizer of the Competition on further use of projects. Premiums are paid based on the taxes provided for in the current legislation of Ukraine and are cashless in the bank accounts of the winners and participants of the Competition.
23. Physical and legal persons are invited to participate as investors of the Competition of Winners Awards, celebration of projects with additional prizes and premiums, as well as for investment of works for the improvement of memorial park "Against Oblivion". The investors must inform the chairman of the Jury and the Contracting Authority of the Competition of their intentions in this regard by 20 October 2021. Such awards shall not exempt the Contracting Authority from paying the premiums specified in paragraph 20 of this annex.
24. The members of the Competition Jury are not allowed to disclose any information related to the consideration of projects and awarding of prizes. The decision of the Competition Jury is final and cannot be changed, including by the Contracting Authority of the Competition.
25. The decision of the Competition Jury is made by a simple majority of votes based on the results of open voting. The decision is made out in the protocol which is signed by the chairman and the secretary of the Competition Jury. The Secretary of the Competition Jury does not take part in the voting. Indisputable voting cases, the chairman of the Competition Jury has the right to a casting vote.
26. The Competition Jury announces the decision to determine the best project proposals no later than October 25, 2021. All participants of the Competition are notified in advance about the time and place of announcing the decision of the Competition Jury.
27. The results of the Competition within a month after the decisions of the Competition Jury are published in the print media in which the announcement of the Competition was posted.
28. The winner of the Competition may be invited to further development of the design-budget documentation for the improvement of the memorial park.
29. Materials of the best competitive projects are published on the official site of the Odesa City Council.
